Son of Eleazer S. Handley (born in Acton, d. 1858 in Acton) and Eliza Wellington (born in Concord).  Eliza (age 51) married William Reed (age 37) in 1859.

Charles Henry Handley, age 12, is recorded in the 1855 Massachusetts State Census for Acton, in household (dwelling no. 60) with Elezar Sartwell Handley, age 59, and Eliza Willington Handley, age 49  (Lainhart, 1855 and 1865 Massachusetts State Censuses for Acton: 11.)

The name Charles H. Handley is recorded on the Acton Memorial Library Soldiers' Tablet, "The Men of Acton Who Fought For The Union."
